Open XAMPP Shell (start c:\xampp\xampp-control.exe and click on the button XAMPP-Shell), and run:

You can check that PHPUnit get preoperly installed by running

phpunit --version

should now return PHPUnit 3.6.12 by Sebastian Bergmann.
